Safe Control of Operations: Course Content
Overview
The SCO training programme has an initial training programme for individuals new to SCO and a renewal training programme for those individuals with existing and current SCO registrations whose registrations are nearing expiry.
Initial training programme
- Module 1: SCO Core
- Module 2: Permit to Work
- Module 3: Non-Routine Operations
- Module 4: Routine Operations
- Module 5: Form of Authority
Renewal training programme
- Module 1: SCO Core
- Module 2: Permit to Work
- Module 3: Non-Routine Operations
- Module 4: Routine Operations
- Module 5: Form of Authority
The renewal training programme offers the same modules; however, these are a focused refresh of the initial training module and have shorter delivery times. All of the Renewal modules are assessed by MCQ paper only.

SCO Initial Training Programme
Module 1: SCO Core
Objectives
On completion of the course, individuals should be able to:
- State the purpose, process and main features of the revised SCO procedures
- Identify the context and scope of SCO
- State the types of safe systems within the risk hierarchy and risk-based approach to SCO
- Identify the roles and responsibilities of specific individuals within SCO and the importance of communication
- State the SCO procedures for deviations and emergency situations
- Identify the requirements for records management, performance review and monitoring, audit and review
- Identify SCO competency requirements
- Identify SCO EUSR registration requirements
Target Population
All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become:
- Named Authorising Engineers or
- Named Competent Persons
Pre-Requisites for Course
All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.

3.5 hours delivery time
45 minutes assessment time (including marking)
4.0 hours, 15 minutes (total delivery time)

Module 2: SCO Permit to Work (PtW)
Objectives
On completion of the course, individuals should be able to:
- State the purpose of a Permit to Work and when this type of control should be used
- Identify the purpose and the requirements of a risk assessment including those factors to be considered when undertaking a risk assessment
- Identify, analyse and apply the key information requirements of a PtW
- State the relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW
- State the relevant process, roles and responsibilities for personnel involved in the management of a PtW
Target Population
All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become:
- Named Authorising Engineers or
- Named Competent Persons
All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.
All individuals must have completed the SCO Core module
Assessment
CP – MCQ Paper and audit a PtW
AE – MCQ Paper, audit a PtW and write a PtW

Module 3: Non-Route Operation (NRO)
Objectives
On completion of the course, individuals should be able to:
- State the purpose of Non-Routine Operation documentation and when this type of control should be used
- Identify, analyse and apply the key information requirements on an NRO
- State the relevant process, roles and responsibilities for personnel involved in the planning and completion of the NRO form
- State the relevant process, roles and responsibilities for personnel involved in the preperation and execution of the NRO
- State the relevant process, roles and responsibilities for personnel involved in the management of NRO works
Target Population
All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become:
- Named Authorising Engineers or
- Named Competent Persons

10 hours (total delivery time) delivered over 2 days (day 1 learning and day 2 assessment)

Module 4: Routine Operation (RO)
Objectives
On completion of the course, individuals should be able to:
- State the purpose of Routine Operation documentation and when this type of control should be used
- Identify and analyse the key information requirements of an RO
- State the relevant process, roles and responsibilities for personnel involved in the planning and completion of an RO form
- State the relevant process, roles and responsibilities for personnel involved in the preperation and execution of the RO
- State the relevant process, roles and responsibilities for personnel involved in the management of RO works
Target Population
All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become:
- Named Authorising Engineers or
- Named Competent Persons for Routine Operations only
Pre-Requisites for Course
All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.
All individuals must have completed SCO Core and Permit to Work modules

Module 5: Form of Authority (FoA)
Objectives
On completion of the course, individuals should be able to:
- State the purpose of a Form of Authority and when this type of control should be used
- Identify and analyse the key information requirements of an FoA
- State the relevant process, roles and responsibilities for personnel involved in the preperation and management of an FoA
- Identify specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies
Target Population
All gas industry personnel involved in operational and/or minor works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to those who are, or will become:
- Named Competent Persons for either Permits to Work, Forms of Authority and, where appropriate, Routine Operations
Pre-Requisites for Course
All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.
All individuals must have completed SCO Core module

SCO Renewal Training Programme
Module 1: SCO Core Renewal
Objectives
On completion of the course, individuals should be able to:
- Identify the SCO hierarchy of standards, documents and procedures
- State the types of safe systems within the risk hierarchy and risk-based approach to SCO
- Identify the roles and responsibilities of specific individuals within SCO and the importance of communication
- Identify how to monitor risk and manage change
- State how to manage deviations/emergencies
- Identify the requirements of records management, performance review and monitoring, audit and review
- Identify SCO competency requirements
- Identify SCO EUSR Registration requirements
Target Population
All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are:
- Named Authorising Engineers or Named Competent Persons
Pre-Requisites for Course
In order to renew their registration on EUSR using SCO Renewal, individuals must have a relevant, in-date, SCO registration.
SCO 1 and 2 plus GL/6 Update or SCO Core.

Module 2: SCO Permit to Work (PtW) Renewal
Objectives
On completion of the course, individuals should be able to:
- State the purpose of a Permit to Work and when this type of control should be used
- Recognise the importance of risk assessment to a PtW
- Identify the key information and process requirements needed for a PtW
- State the requirements for managing change in relation to a PtW
- Identify specific PtW requirements for validity and extension , atmosphere testing, execution, handovers and completion

- Named Authorising Engineers or
- Named Competent Persons

Module 3: Non-Route Operation (NRO) Renewal
Objectives
On completion of the course, individuals should be able to:
- State the purpose of Non-Routine Operation (NRO) and identify when this type of control may be used
- State the process, roles and responsibilities of those involved with an NRO
- Identify the key information requirements of an NRO
- Recognise the importance of risk assessment to an NRO
- Identify specific NRO requirements for AE authorisation, conflict checking, clearance to proceed, handovers, briefings, preliminaries, notifications, execution of works, deviations, permits to work and completion

All gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become:
- Named Authorising Engineers or
- Named Competent Persons

In order to renew their registration on EUSR using SCO Renewal, individuals must have a relevant, in-date, SCO registration.

Module 4: Routine Operation (RO) Renewal
Objectives
On completion of the course, individuals should be able to:
- State the purpose of a Routine Operation (RO) and when this type of control may be used
- State the process, roles and responsibilities of those involved with an RO
- Identify the key information requirements of an RO
- Recognise the importance of risk assessment to an RO
- Identify specific RO requirements for AE authorisation, conflict checking, clearance to proceed, handovers, briefings, preliminaries, execution of works, deviations, permits to work and completion

Module 5: Form of Authority (FoA) Renewal
Objectives
On completion of the course, individuals should be able to:
- State the purpose of a Form of Authority (FoA) and identify when one may be used
- Identify the key information requirements needed for an FoA
- Recognise the importance of risk assessment and the management of change to an FoA
- Identify specific FoA requirements for validity and extension, atmosphere testing, execution, handovers and completion

All gas industry personnel involved in operational and/or minor works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to those who are, or will become:
Named Competent Persons for either Permits to Work, Forms of Authority and, where appropriate, Routine Operations
