Smart Metering


About the Scheme

Our Smart Metering scheme is intended for all individuals who carry out electricity and/or gas smart meter installations. The National Skills Academy for Power (NSAP) collaborated with its member employers and major industry stakeholders to develop ‘accreditation’ for smart meter installers. All major energy suppliers support NSAP’s Smart Metering scheme through the Smart Meter Installation Schedule (SMIS) (formerly Smart Meter Installation Code of Practice (SMICoP))

All smart meter installers (whether existing meter installers or new entrants to the Smart Metering industry) must undertake appropriate upskilling training, development and assessment mapped against the industry approved NSAP National Assessment Specification (NAS) – both electricity and/or gas.  The NAS was originally based on the pre-existing employer meter installer assessment documentation and was reviewed and updated by major industry employers and stakeholders including the Energy Networks Association, Smart Meter Operations Group (SMOG), MOCoP and MAMCoP; it also includes assessment of the installation, testing and commissioning of smart metering equipment, communications and customer service requirements, carried out by an assessor at a NSAP approved provider

NSAP approved training programmes are mapped to the industry approved standards which gives consistency for installation safety, the quality of work and customer service for all smart meter installers.

The current Self-Assessment Report (SAR) document for both the Smart Metering Scheme and the related Smart Approved Assessor Scheme are included on this page, as with the current versions of the National Assessment Specifications (NAS) for low pressure gas, medium pressure gas and electricity. The SARs contain the Smart Metering Scheme quality assurance requirements for providers wishing to onboard and deliver a Smart Metering programme. The NAS consists of the end of programme assessment requirements that must be demonstrated by individuals wishing to be registered against the Smart Metering Registration Scheme and the Smart Metering Approved Assessor Scheme.


Registration on EUSR

Individuals who have taken and passed an approved Smart metering programme and submitted scheme evidence requirements will be registered with EUSR for 3 years.

EUSR Registration is available for the following Smart Metering categories:

  • Smart Metering (Electricity) Single Phase
  • Smart Metering (Electricity) Multi-rate
  • Smart Metering (Electricity) Single Phase off Multi-phase
  • Smart Metering (Electricity) Multi-phase
  • Smart Metering (Gas) Low Pressure
  • Smart Metering (Gas) Medium Pressure

Evidence Requirements – all Electricity Categories

Copies of one of the following certificates:

  • Level 2 Diploma in Smart Metering – Power (RQF)
  • NSAP Approved Training Programme certificate issued by NSAP approved provider (for appropriate registration category)

and

  • Copy of employer’s company MOCoP Certificate
  • Copy of individual’s company authorisation

Evidence Requirements – all Gas Categories

Copies of one of the following certificates:

  • Level 2 Diploma in Smart Metering – Gas (RQF)
  • NSAP Approved Training Programme certificate issued by NSAP approved provider (for appropriate registration category)

and

  • Copy of Gas Safe card (front and back)

Evidence Requirements – Dual Fuel

Copies of one of the following certificates:

  • Level 2 Diploma in Smart Metering – Dual Fuel (RQF)
  • Dual Fuel Smart Meter Installer (Electricity & Gas) Apprenticeship (Level 2)
  • NSAP Approved Training Programme certificate issued by approved training provider

and

  • Copy of employer’s company MOCoP Certificate
  • Copy of individual’s company authorisation
  • Copy of Gas Safe card (front and back)

Re-Registration on EUSR

After 3 years, an individual must renew their registration by successfully completing the relevant National Assessment Specifications (NAS) through an NSAP-approved Smart Metering provider, and by submitting the following evidence requirements upon re-registration:

  • Either a copy of the certificate awarded by NSAP Approved Provider for successfully completing the NAS at re-registration (for appropriate registration category) OR a fully completed and signed copy of the NAS document(s) (for appropriate registration category)
  • Copy of Gas Safe card (front and back) – Gas and Dual Fuel (Electricity/Gas)
  • Copy of employer’s company MOCoP Certificate – Electricity and Dual Fuel (Electricity/Gas)
  • Copy of candidate’s individual company authorisation – Electricity and Dual Fuel(Electricity/Gas)

NSAP Approval

For individuals to gain EUSR registration, the Smart Metering training programme and assessment must be approved by NSAP and delivered by a NSAP approved provider. To find out how to become an approved provider please see our guidance for getting approved.
