NCO (Water) – Service Layer


Overview

EUSR registration as a Service layer is based on the completion of one of the following:

  • EUIAS Level 2 Diploma in Network Construction Operations (Water)
  • CABWI Level 2 Certificate in Network Construction Operations (Water)
  • City & Guilds Level 2 Diploma in Network Construction Operations (Water)
  • SQA SVQ in Network Construction Operations (Water)
  • Water Network Operative (WNO) Apprenticeship

Registration on EUSR as a Service Layer is for a period of 5 years.

The information below shows the minimum units that must be completed as part of the Level 2 Certificate/Diploma in Network Construction Operations (Water) – Service Layer qualification for the Self-Lay and Distribution pathways.


Evidence Requirements – EUIAS Qualification

  • An EUIAS Level 2 Diploma in Network Construction Operations (Water) – Service Layer qualification certificate – (Note: please do not send in original certificates).

Individuals will be registered for both ‘Self-Lay’ and ‘Distribution’ pathway.

Self-Lay & Distribution:

  • 1078 – Principles of health and safety in utilities network construction
  • 1079 – Install equipment for safe working on the highway in utilities network construction
  • 1080 – Locate and avoid supply apparatus for utilities network construction
  • 1081 – Excavate and maintain holes and trenches for utilities network construction
  • 1082 – Operate powered tools, and equipment for utilities network construction
  • 1083 – Joint materials by electrofusion processes on utilities network
  • 1084 – Joint materials by mechanical means on water network construction
  • 1087 – Install water services up to 50mm nominal bore or 63mm polyethylene

Evidence Requirements – CABWI Qualification

  • A CABWI Level 2 Certificate in Network Construction Operations (Water) – Service Layer qualification certificate – (Note: please do not send in original certificates).

Individuals will be registered as either ‘Self-Lay’ or ‘Distribution’ pathway depending on the qualification units completed.

Self-Lay:

  • R/503/0316 – Create an efficient and effective environment in utilities network construction
  • D/503-1159 – Maintain a safe and secure working environment in water network construction
  • A/503/0665 – Establish and maintain effective working relationships in utilities network construction
  • F/503/0683 – Install equipment for safe working on site for utilities network construction
  • J/503/0684 – Locate and avoid supply apparatus for utilities network construction
  • L/503/0685 – Excavate and maintain holes and trenches for utilities network construction
  • Y/503/0687 – Operate powered tools and equipment for routine and predictable requirements on utilities network construction
  • D/503/1162 – Joint materials by mechanical means on water network construction
  • H/503/1163 – Install water services up to 50mm nominal bore or 63mm polyethylene

Distribution:

All of the above units plus:

  • A/503/0682 – Install equipment for safe working on the highway for utilities network construction

Evidence Requirements – C & G Qualification

  • A City & Guilds Level 2 Diploma in Network Construction Operations (Water) – Service Layer qualification certificate – (Note: please do not send in original certificates).

Individuals will be registered as either ‘Self-Lay’ or ‘Distribution’ pathway depending on the qualification units completed,

Self-Lay:

  • 201 – Create an effective and efficient environment in utilities network construction
  • 203 – Establish and maintain effective working relationships in utilities network construction
  • 205 – Install equipment for safe working on sites for utilities network construction
  • 206 – Locate and avoid supply apparatus for utilities network construction
  • 207 – Excavate and maintain holes and trenches for utilities network construction
  • 209 – Operate powered tools and equipment for routine and predictable requirements on utilities network construction
  • 220 – Maintain a safe and secure working environment on water network construction
  • 223 – Join materials by mechanical means on water network construction
  • 224 – Install water services up to 50mm nominal bore or 63mm polyethylene

Distribution:

All of the above units plus:

  • 204 – Install equipment for safe working on the highway for utilities network construction

Evidence Requirements – SQA Qualification

  • An SQA Level 2 SVQ in Network Construction Operations (Water) – Service Layer qualification certificate – (Note: please do not send in original certificates).

Individuals will be registered as either ‘Self-Lay’ or ‘Distribution’ pathway depending on the qualification units completed.

Self-Lay:

  • J2TK04 – Work in an efficient and effective way in the utilities sector
  • J2TL04 – Maintain a safe and secure working environment in utilities network construction
  • J2TM04 – Work with other people in the utilities sector
  • J2TN04 – Determine and manage equipment for safe working on sites
  • J2TP04 – Locate and avoid supply apparatus for utilities network construction
  • J2TR04 – Excavate and maintain holes and trenches for utilities network construction
  • J2TS04 – Operate powered tools, equipment, and small mobile plant for utilities network construction
  • J2TT04 – Joint materials by mechanical means on water construction network
  • J2TV04 – Install engineering products or assets for utility network construction water services up to 50mm NB (63mm PE)

Distribution:

All of the above units plus:

  • J2TW04 – Set out, operate and remove signing, lighting and guarding for highway works

Evidence Requirements – WNO Apprenticeship

  • The Institute for Apprenticeships & Technical Education – Water Network Operative Apprenticeship certificate – Level 2 (note: please do not send in original certificates).

The WNO Apprenticeship provides the following EUSR registration:

  • Service Layer (Self-Lay & Distribution)

Pre-requisites

An individual registered as a Service Layer must have EUSR registration for both National Water Hygiene and Safety, Health & Environmental Awareness (SHEA) Water as a pre-requisite.
