The EUSR CSCS Utilities Labourer card is designed for individuals engaged in utilities related labouring activities on construction sites. Applicants must hold an in-date EUSR SHEA registration. The Labourer card is valid for five years from the date of initial registration. Individuals who continue to work in labouring roles may renew their card every five years. Renewal is subject to the individual holding an in-date SHEA registration and providing evidence of current employment in a labouring role (see below).

If this application is for a new EUSR registration and card, a photo must be submitted. The photo must conform to the same requirements as a UK passport – head and shoulders only, no headgear (unless for religious purposes), front facing, plain background. We accept PDF and jpeg formats. For EUSR registration renewal, you can also update your current photo.

Individuals applying for their first Utilities Labourer card must hold an in-date EUSR SHEA registration. Individuals wishing to renew their Utilities Labourer card must hold an in-date EUSR SHEA registration and provide evidence they are employed as a Labourer. Individuals who currently hold an EUSR Green Labourer (SHEA Labourer) card will not be eligible to apply via the renewal route when applying for the Utilities Labourer card. As this will be their first registration on the Utilities Labourer card, the application must be made through the initial registration route.

EUSR Card

Every EUSR registration is awarded a virtual card by default –which you can download onto your mobile – you will receive a text giving you full instructions on how to do this. A virtual card cannot be lost and it’s easy to amend your mobile number should you get a new one. Virtual cards also work in areas where there is no internet. You can opt for an additional plastic smart card, but there will be an additional cost for this.

A signed letter from your employer, on company headed paper, confirming that you are employed in a labouring role*

For self-employed applicants, a signed letter from a main contractor confirming that you are working in a labouring role

*For employers registering multiple employees from the same company on the same batch, one letter that names all individuals working in a labourer role will be accepted as evidence.

Utilities Labourer registration is valid for five years. Individuals wishing to renew their Utilities Labourer card must hold an in-date EUSR SHEA registration and provide evidence they are employed as a Labourer.

Individuals who currently hold an EUSR Green Labourer (SHEA Labourer) card will not be eligible to apply via the renewal route when applying for the Utilities Labourer card. As this will be their first registration on the Utilities Labourer card, the application must be made through the initial registration route.

To access your new virtual card, your EUSR record must include your mobile number, which is why we request it on the Registration Form.

You will only receive your card once the Application Form has been received and verified.
