What is the Basic Electrical Safety Competence scheme?
The Basic Electrical Safety Competence for Access, Movement & Egress (BESC:AME) scheme is for individuals who are required to carry out duties on or near operational plant and equipment in electricity transmission and/or distribution environments.
Delivery Model
This scheme is assessment only and does not include any training. This scheme may be delivered in conjunction with a company or site-specific induction.
The assessment is practical and usually lasts about a half-working day for each work area.
Assessment
BESC:AME assessments are available in the following work areas:
- Substations
- Underground Cables
- Overhead Lines
The scheme specifications cover the basic requirements for safely entering, moving around and exiting work areas in electrical environments.
There is a knowledge and practical assessment for each work area which an individual must successfully pass to gain registration.
If an Individual is sitting the theory only programme they will be required to take the theory assessment.
Registration
EUSR registration for BESC:AME is for 3 years from the date of completion.

- BESC Access, Movement and Egress – Underground Cables
- BESC Access, Movement and Egress – Overhead Lines
Renewal
Individuals looking to renew their BES:AME registration will need to take and successfully pass the knowledge and practical assessment again.
CITB Short Course

Energy & Utility Skills is a recognised Third Party Organisation (TPO) for CITB and the UK construction industry.
The theory element of this scheme is recognised by CITB for short course duration funding purposes and can be offered by Approved Training Organisations (ATO).
