What is the Licence to Control (Bronze, Silver and Gold Awards) Scheme?
The Licence to Control (Bronze, Silver and Gold Awards) scheme is designed to accredit and recognise the skills and knowledge required to operate in a water control room.
The scheme requirements are derived from the Control Room Operations Competence Framework, and it is aimed at individuals working at different operative levels, carrying out scheduled work and responding to incidents.

- Harmonises skills and knowledge development.
- Supports clearer career progression and greater transferability of skills between roles and companies.
- Creates a minimum standard of ongoing competence for a role(s).
The benefits of the Licence to Control (Bronze, Silver and Gold Awards) Scheme
There are 3 routes within the Licence to Control scheme, these are:
Licence to Control Bronze award – aimed at individuals working at an operative level within a water control room role.
Licence to Control Silver award – aimed at individuals working at a supervisory level within a water control room role.
Licence to Control Gold award – aimed at individuals working at a manager level within a water control room role.
Scheme Delivery
The Licence to Control scheme is a managed programme of learning and assessment which can have a variety of work-based learning strategies, in relation to a range of identified units and learning objectives.
The programme of learning and assessment is completed at your own pace across a defined period, e.g. 12 months/18 months/2 years.
Assessment
The Licence to Control scheme allows for the assessment of individuals to be conducted through a variety of methods.
For example, e-learning/assessment, portfolio-based, observation, questioning, professional discussion, written assignments, and/or tests.
Registration
The Licence to Control programme will lead to one of the following registrations:
Licence to Control (Bronze, Silver or Gold Award) Clean Water
Licence to Control (Bronze, Silver or Gold Award) Waste Water
Licence to Control (Bronze, Silver or Gold Award) Clean & Waste Water
EUSR registration for Licence to Control is for 3 years from the date of completion.
Renewal
There is more than one way to renewing a Licence to Control registration, this includes competency assurance and re-assessment by an approved organisation.
A grace period of 6 months, after the expiry date on the card, is given to enable individuals to renew their registration. After this time, the individual will be expected to undertake some form of refresher training prior to re-assessment.
