What is the Network Construction Operations (Water) Service Layer scheme? 

EUSR registration as a Service Layer is based on the completion of one of the following: 

  • Energy & Environment Awards Level 2 Diploma in Network Construction Operations (Water) 
  • CABWI Level 2 Certificate in Network Construction Operations (Water)  
  • City & Guilds Level 2 Diploma in Network Construction Operations (Water)  
  • Qualifications Scotland SVQ Level 5 in Network Construction Operations (Water)   
  • CABWI Level 2 Water Distribution Services  
  • Edexcel Level 2 in Network Construction Operations (Water) 
  • CABWI Level 2 Public Utilities Distribution (Water)  
  • CITB/C&G Level 2 CCES – Public Utilities Services – Water Services  
  • Skills England Water Network Operative (WNO) Level 2 Apprenticeship  

Evidence Requirements

Energy & Environment Awards Level 2 Diploma in Network Construction Operations (Water)

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).

For Service Layer (Distribution): The evidence above for (Self-Lay) plus the following unit:

  • Install equipment for safe working on the highway for utilities network construction

CABWI Level 2 Certificate in Network Construction Operations (Water) 

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).
For Service Layer (Distribution): The evidence above for (Self-Lay) plus the following unit: Install equipment for safe working on the highway for utilities network construction 

City & Guilds Level 2 Diploma in Network Construction Operations (Water) 

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).
For Service Layer (Distribution): The evidence above for (Self-Lay) plus the following unit: Install equipment for safe working on the highway for utilities network construction 

Qualifications Scotland SVQ Level 5 in Network Construction Operations (Water)

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).
For Service Layer (Distribution): The evidence above for (Self-Lay) plus the following unit: Set out, operate and remove signing, lighting and guarding for highway works

CABWI Level 2 Water Distribution Services 

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).

Edexcel Level 2 Certificate/Diploma in Network Construction Operations (Water)

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).
For Service Layer (Distribution): The evidence above for (Self-Lay) plus the following unit: Install equipment for safe working on the highway for utilities network construction

CABWI Level Public Utilities Distribution (Water) 

For Service Layer (Self-Lay): A colour photo or colour scanned image of the original certificate(s).

CITB/City & Guilds Level 2 (CCES) Public Utilities Services – Water Services 

For Service Layer (Distribution): A colour photo or colour scanned image of the original certificate(s).

Skills England Water Network Operative Level 2 Apprenticeship 

For Service Layer (Self-Lay and Distribution): A colour photo or colour scanned image of the original certificate(s). 

Pre-requisites

All individuals must hold a valid EUSR registration for both National Water Hygiene and Safety, Health & Environmental Awareness (SHEA) Water as a pre-requisite.

Registration Period 

Registration on EUSR as a Service Layer is valid for a period of 5 years and is renewable. 

CSCS Card 

Individuals will be issued a Blue CSCS Skilled Worker card with the NCO (Water) Service Layer categories shown above, on the reverse.
