What is the Scottish Water’s Distribution Operations Maintenance Strategy scheme?

Scottish Water’s Distribution Operations Maintenance Strategy (DOMS) scheme is a Bespoke Programme owned by Scottish Water for individuals working on Scottish Water sites; registrations for the scheme are held on EUSR.

The DOMS scheme was introduced to support a consistent approach across the Scottish Water region in safeguarding the water quality reaching customers and has resulted in a reduction of problems affecting water quality such as discolouration, microbiological failures and issues with taste and odours. DOMS builds upon our National Water Hygiene scheme – which is a pre-requisite for registration on this scheme.

Modules

The scheme consists of 13 modules dealing with different aspects of the distribution, operations, and maintenance of the water supply.

Course Content

Module 1 – DOMS Hygiene Practices	Module 1 is designed to give DOMS Practitioners an awareness of SW company Specific Distribution Hygiene Procedures, the content of Scottish Water’s Water Hygiene Code of Practice (SW WHCOP) and the steps they should take in their daily duties to ensure compliance. DOMS Practitioners should refer to the SW WHCOP on a regular basis to ensure that they are working to the most up to date water hygiene requirements. To ensure that the risk of contamination of water in the Distribution System is minimised we have produced this general SW DOMS Hygiene Training Module. This module is one of a number that sets out the health and hygiene standards required of DOMS Practitioners in SW and should be completed by DOMS Practitioners who are directly involved in activities on the water distribution network (both the live and non-commissioned network).
Module 2 – DOMS Hygiene Sampling Procedures	Module 2 is designed to give DOMS Practitioners who undertake sampling activities an awareness of the knowledge and skills required to competently complete sampling procedures for potable water samples in compliance with the Water Supply (Water Quality) (Scotland) Regulations 2001. This module will help practitioners to understand why any samples taken by DOMS Practitioners need to be representative of the water in contact with the pipe material being tested and why samples must not be contaminated by any material, which could affect any chemical or biological test. Any DOMS Practitioner responsible for physically taking samples on behalf of SW must complete the Sampling Practitioner module (module 13 DOMS Sample Practitioner Advanced) and be registered for this with EUSR.
Module 3 – DOMS Hygiene Tools & Equipment	Module 3 is designed for and must be completed by any DOMS Practitioners using tools, plant and equipment in water distribution. It provides an understanding of the regulatory requirement to ensure that any tools and equipment used in respect of potable water distribution are hygienically fit for purpose prior to use. The module covers cross-functional working between water and wastewater activities and how to prevent cross-contamination in this situation. It also covers the storage of tools plant and equipment, the use of tools plant and equipment in restricted areas and the reasons for and need to use only approved materials and substances in water distribution activities.
Module 4 – DOMS Disinfection Procedures	Module 4 is designed to give DOMS Practitioners an awareness of Scottish Water’s company-specific procedures and requirements relating to the Disinfection of Water Mains and Service Pipes, including the actions to be taken during repairs. This module must be completed by any DOMS Practitioners who are involved in installation of new water mains, apparatus and services, rehabilitation of existing water mains, apparatus and services, water mains and services tie-ins and connections/disconnections and water mains, apparatus, service pipe repairs and maintenance activities.
Module 5 – DOMS Repair and Maintenance Procedures	Module 5 is designed for and must be completed by any DOMS Practitioners involved in repair and maintenance activities and understanding of how to complete repair and maintenance activities on the water distribution network in accordance with Scottish Water’s policies and procedures. The module focuses on and defines safe working practices in and around restricted, partially restricted and low-risk areas and emphasises how to prevent risks to the water supply from contamination. There is also an emphasis on commissioning and disinfecting water mains, apparatus and services during repair and maintenance activities.
Module 6 – DOMS Boundary Valve Management	Module 6 is designed for any DOMS Practitioners operating Boundary Valves on behalf of Scottish Water. Anyone operating boundary valves must be trained and registered for this module with EUSR. Using the above procedure is an enabler that will allow the status of all boundary valves to be accurately monitored and ensure that Scottish Water is aware as to the current status of the water network in their area. The operation of boundary valves on the water network has a large impact on the quality of water delivered to customers. When any work is undertaken on the water network that affects the status of a boundary valve, the individual operating the valve must be trained in and follow the SW DOMS Procedures for Boundary Valve Management as all changes to the status of boundary valves on the water network must be registered with SW.
Module 7 – DOMS Treated Water Storage Points Maintenance	Module 7 is designed for any DOMS Practitioners involved in routine tasks, cleaning programmes and isolation activities at treated water storage points. The module includes the procedures involved in the operation and maintenance of treated water storage points and applies to both day-to-day operation and emergency operations. The module outlines the importance of the storage points operating between limits and of ensuring that water quality standards are maintained. It also covers the recordings that should be checked and the frequency of checks. It details what is required if there are water quality complaints in the supply area, and why checks for operation between limits should be carried out.
Module 8 – DOMS Repair of Mains & Services	Module 8 has been designed for and must be completed by any DOMS Practitioners involved in maintenance and repair activities on mains and service pipes. The module details the actions which should be followed on-site by a repair and maintenance team and the SW criteria for access to work on the live water distribution network. The module covers repair and maintenance activities on major trunk mains, small diameter mains, distribution apparatus and services. Any DOMS Practitioners involved in repair and maintenance activities must be trained in this module and registered with EUSR.
Module 9 – DOMS Secondary Disinfection Treated Water Storage Points	Module 9 has been designed for and must be completed by any DOMS Practitioners involved in secondary disinfection activities at treated water storage points. The module provides knowledge and understanding of the key actions and procedures which must be followed to operate and maintain secondary disinfection installations and the actions to follow when the disinfection process fails. DOMS Practitioners must be registered for this module with EUSR if applicable.
Module 10 – DOMS Pumping Station Failures – Electrical/Mechanical	Module 10 is designed for and must be completed by any DOMS Practitioners involved in operations when a pumping station failure occurs. The module focuses on the things to be aware of that will indicate a pumping station has failed and the actions that should be taken such as risk assessments, impact assessments and following the correct communications channels. The module also covers the checks that should be completed on the distribution system itself and in the pumping station to establish that a failure has occurred and details what actions need to be taken before restoring supplies to the distribution network.
Module 11 – DOMS General Maintenance Activities	Module 11 is designed for and must be completed by anyone involved in general maintenance activities such as mains flushing, valve maintenance and adjustment and maintenance of surfaced apparatus. The module outlines the steps that need to be taken such as assessing the impact on the network, the environment or health and safety before maintaining or adjusting valves or flushing water mains.
Module 12 – DOMS Network Operability	Module 12 is designed for anyone involved in design activities and considerations for network extensions, and for anyone involved in commissioning procedures for the water network. It is also for anyone who needs to understand the conditions that should be applied for connections to the water network and in post completion checks. The module covers the risks that should be considered during design operations and the storage conditions required for distribution system materials. There is also an emphasis on connections to the live network and the pre-connection checks and tests (swabbing, pressure and disinfection) that are required before any live connections take place.
Module 13 – DOMS Sample Practitioner Advanced (1 day training)	Module 13 is an advanced sampling training module. It is designed to give DOMS Practitioners who physically undertake sampling activities the practical knowledge and skills required to complete sampling procedures for potable water samples in compliance with the Water Supply (Water Quality) (Scotland) Regulations 2001. This module will ensure that practitioners who take samples can complete their sampling activities competently and have been trained to a sufficient standard. This training module will involve a practical assessment and observation of individuals taking samples during the training, which must be successfully completed prior to acceptance for registration with EUSR.

Registration

An appropriate DOMS registration is required for all individuals working on water distribution activities within the Scottish Water region. This includes, but is not limited to, all Scottish Water and Scottish Water Solutions operational personnel, contractors, consultants, delivery partners, framework suppliers and self-lay organisations.

Individuals training for DOMS must hold a National Water Hygiene registration before a Scottish Water DOMS card can be issued. EUSR registration is gained after successful completion of a training programme and assessment.

Renewal

For holders of existing DOMS cards that are close to expiry there is a dedicated re-registration course. This can be run by all Approved DOMS trainers and is designed to provide an update for all DOMS practitioners.

The course is expected to take approximately 4 hours to complete.

The re-registration course is standard and can be attended by any current holder of a DOMS card. It can be delivered simultaneously to holders of any combination of modules. Module 13 is a separate module for re-registration. The renewal course cannot be delivered to individuals who have not held the SW DOMS card issued by EUSR regardless of role or experience. After attending the re-registration course, the individual will be re-registered for all modules and the DOMS card will show new expiry dates and a “Renewal” line on it.

In order to be issued with a DOMS renewal card, an individual must hold a valid National Water Hygiene registration.

CITB Short Course

Energy & Utility Skills is a recognised Third Party Organisation (TPO) for CITB and the UK construction industry. This scheme is recognised by CITB for short course duration funding purposes and can be offered by ATOs.
