About the Scheme
The EUSR Utilities Labourer scheme is essential for individuals working in utilities labouring roles on construction sites. It confirms an understanding of health and safety requirements and enables safe working practices in a construction environment.
The scheme is CSCS-affiliated, and the EUSR registration carries the CSCS logo, allowing access to construction sites for utilities labouring activities.
Registration Details
- Registration on EUSR for Utilities Labourer is valid for five years and is renewable
- Individuals will be issued a Green CSCS Labourer card with Utilities Labourer on the reverse

All individuals must hold a valid, in-date EUSR SHEA registration.
Renewing Utilities Labourer EUSR registration
EUSR Registration Renewal
Utilities Labourer registration is valid for five years. Individuals wishing to renew their Utilities Labourer card must hold an in-date EUSR SHEA registration and provide evidence they are employed as a Labourer.
Individuals who currently hold an EUSR Green Labourer (SHEA Labourer) card will not be eligible to apply via the renewal route when applying for the Utilities Labourer card. As this will be their first registration on the Utilities Labourer card, the application must be made through the initial registration route.
Evidence requirements
• A signed letter from your employer, on company headed paper, confirming that you are employed in a labouring role*
or
• For self-employed applicants, a signed letter from a main contractor confirming that you are working in a labouring role
*For employers registering multiple employees from the same company on the same batch, one letter that names all individuals working in a labourer role will be accepted as evidence.

This is a non-exhaustive list of typical labouring roles and duties commonly completed by utilities operatives working on construction sites requiring CSCS/EUSR cards. These roles are examples of general labouring activities and may vary depending on the utility sector (water, gas, power, telecoms), employer, and site-specific requirements.
Examples of Labouring Roles and Duties
General Utilities Labourer – supporting skilled operatives with manual tasks, site preparation, and housekeeping.
Excavation and Groundwork Support Operative – assisting with digging, backfilling, and reinstatement activities.
Trench and Ducting Assistant – supporting the installation of ducts, pipes, and cable routes.
Materials Handling Operative – loading, unloading, moving, and storing materials and equipment safely.
Site Setup and Clearance Operative – erecting barriers, fencing, welfare areas, and maintaining a safe work environment.
Utility Asset Protection Assistant – assisting in locating, exposing, and protecting existing utility services under instruction.
Cable and Pipe Laying Assistant – supporting with positioning and securing cables and pipes.
Reinstatement Support Operative – assisting with temporary or permanent reinstatement of surfaces.
Plant and Tools Banksman (Non-Lifting) – assisting with the safe movement of plant and tools under supervision.
Waste and Environmental Control Operative – managing waste segregation, spill response, and environmental housekeeping.
Note: Labouring roles must always be undertaken within the limits of training, competence, and authorisation. Activities requiring additional qualifications or cards (e.g. gas and water pipe connections, lifting operations, plant operation) must only be carried out by appropriately qualified individuals.
