EUSR CSCS Changes Now Live

A number of important changes to EUSR CSCS cards, SHEA programmes and QuartzWeb have now been introduced to support the transition to the new EUSR CSCS card process which is being implemented on 1 October 2026.

These changes include the launch of new SHEA (2026) programmes, the introduction of the EUSR Utilities Labourer card and updates to QuartzWeb to support EUSR CSCS card applications.

What Has Changed?

From today, approved trainers can begin using the new SHEA (2026) programmes within QuartzWeb. Registrations made against SHEA (2026) programmes will print on an EUSR card and will not include the CSCS logo. Where construction site access is required, learners can then apply for the appropriate EUSR CSCS card based on the role they undertake.

The key principle remains unchanged. Individuals who require an EUSR CSCS card must continue to hold an in-date SHEA registration. The main difference is that the EUSR CSCS card application is now a separate step, helping to ensure workers hold the right card for the work they carry out.

New SHEA (2026) Programmes

The new SHEA (2026) programmes are now available on QuartzWeb.

Existing SHEA (2023/2024) programmes can continue to be delivered until 30 September 2026, with results accepted until 13 November 2026.

From 1 October 2026, all training must be delivered using the SHEA (2026) programmes.

Trainers have until 13 November 2026 to submit results for training delivered under existing SHEA (2023/2024) programmes.

After 16 November 2026, only batches for SHEA (2026) programmes will be processed, and SHEA (2023/2024) programmes will no longer be available in QuartzWeb.

EUSR Utilities Labourer Card Now Available

The EUSR Utilities Labourer card is now available and replaces the Green Labourer card for new applications.

The card is valid for five years and can be renewed.

To be eligible, individuals must be undertaking labouring duties only and hold an in-date EUSR SHEA registration. No additional evidence is required for the initial registration.

Individuals working in skilled roles, or undertaking formal training, should apply for the appropriate EUSR CSCS Skilled Worker, Trainee or Apprentice card.

Existing Green Labourer cards remain valid until their expiry date and will continue to be accepted by construction sites.

QuartzWeb Updates and Combined Claims

Updates to QuartzWeb introduced today allow approved trainers to apply for different EUSR CSCS cards within the same batch as SHEA registrations. These changes are designed to simplify the application process and support the transition to the new process ahead of 1 October 2026.
