The Drainage Network Operative scheme is for individuals who are employed as a Drainage Network Operative within the utilities sector, supporting the safe operation of wastewater and drainage systems.
The scheme is evidence based and requires individuals to hold a Drainage network operative (ST1348) apprenticeship certificate and hold the relevant Health & Safety pre-requisite EUSR registrations for SHEA Drains & Sewers or SHEA Water. This ensures that both industry and individuals’ employers can be confident in their skills, knowledge and behaviours to perform the tasks and responsibilities associated with the role of a Drainage Network Operative.
The scheme is CSCS affiliated, and the EUSR registration carries the CSCS logo, which permits individuals access onto construction sites as Drainage Network Operatives for the purposes of providing essential on‑site support to inspect, clean and maintain private and public drainage systems.

Registration on EUSR is for a period of 3 years and is renewable.

All individuals must also hold valid EUSR registration for SHEA Drains & Sewers or SHEA Water.
Evidence requirements
Individuals/Approved Providers are required to provide one of the following pieces of evidence:
- A Colour photograph or scanned image of the original Drainage Network Operative (ST1348) Apprenticeship certificate (level 2)
Individuals are required to submit the evidence with every registration application to ensure the timely processing of registration applications.

Renewing a Drainage Network Operative EUSR registration
EUSR Registration Renewal
Renewal registration is valid for three years. An individual may be re-registered for Drainage Network Operative where the individual is employed in this role and has previously held an EUSR Drainage Network Operative registration.
Your EUSR record must include your mobile number as this is needed to access your new virtual card. Your Application Form will be reviewed and processed within 7-10 days. You will receive an SMS message from EUSR with a link to access the Vicarda app and a unique registration and PIN number to access your virtual card.
