About the Scheme

The Drainage Network Operative scheme is for individuals who are employed as a Drainage Network Operative within the utilities sector, supporting the safe operation of wastewater and drainage systems. 

The scheme is evidence-based and requires individuals to hold a Drainage network operative (ST1348) apprenticeship certificate and hold the relevant Health & Safety pre-requisite EUSR registrations for SHEA Drains & Sewers or SHEA Water.  This ensures that both industry and individuals’ employers can be confident in their skills, knowledge and behaviours to perform the tasks and responsibilities associated with the role of a Drainage Network Operative. 

The scheme is CSCS affiliated, and the EUSR registration carries the CSCS logo, which permits individuals access onto construction sites as Drainage Network Operatives for the purposes of providing essential on‑site support to inspect, clean and maintain private and public drainage systems.

Registration Details

Registration Period 

Registration on EUSR is for a period of 3 years and is renewable. 

CSCS Card 

Registered individuals will be issued a Blue Skilled worker CSCS card with Drainage Network Operative, on the reverse.

Registration requirements

Registration Pre-requisites 

All individuals must also hold valid EUSR registration for SHEA Drains & Sewers or SHEA Water.

Evidence requirements 

Individuals/Approved Providers are required to provide the following evidence:

  • A Colour photograph or scanned image of the original Drainage Network Operative (ST1348) Apprenticeship certificate (level 2)

Individuals are required to submit the evidence with every registration application to ensure the timely processing of registration applications.  

Renewing a Drainage Network Operative EUSR Registration

Renewal registration is valid for three years.  An individual may be re-registered for Drainage Network Operative where here the required certificate/evidence is submitted and verified, and the pre-requisite requirements have been met.  

Quality Assurance and Sampling

We sample registration applications and verify the evidence provided. This may include liaising with the relevant awarding organisation or employer to confirm the certificate/evidence authenticity and validity.   

Where certificate/evidence fraud is suspected, we will not process the application, and we will conduct further checks. This will result in a delay in the registration process.  

Where certificate/evidence fraud is confirmed, we will carry out the actions laid out in our fraud policy, which includes:   

  • notify the relevant Awarding Organisation
  • notify the Police, CSCS, LRQA, individuals, and employer  
  • remove existing EUSR scheme registrations related to the fraud  
  • remove access to submit EUSR applications, either temporarily or permanently    

Lost or missing certificates 

Where certificates have been lost, or destroyed, or they are photocopies rather than the originals, individuals are advised to obtain replacement certificates as soon as possible. 

Replacement qualification certificates may be obtained by contacting the relevant Awarding Organisation. Replacement Apprenticeship certificates can be obtained by: 

  • calling the National Apprenticeship Helpdesk on 0800 0150 400 or 
  • emailing [email protected]

You will need to provide as much information as you can as this will enable the Awarding Organisation to search their records and produce a replacement certificate.

The information they request to support their search may include: 

Full name, date of birth, the name of the qualification you completed, the year you completed the qualification, the name of your training provider or the college you attended.

How to Apply

EUSR Registration applications can be made via our online shop (add online shoplink here) or directly through our online registration system, QuartzWeb:  

Online shop – applications will include completion of an online registration form, acceptance of specific terms and conditions, make payment and upload the required evidence. 

QuartzWeb – EUSR Approved Providers and EUSR Approved Trainers may make applications for Drainage Network Operative directly through our online system.
