About the Scheme
The Authorising Engineer – Gas scheme is for individuals employed by either a Gas Distribution Network, a Gas Transporter or independent Gas Transporter who has completed EUSR SCO knowledge training, completed practical Authorising Engineer training with their employer, and who are appointed the role of Authorising Engineer.
The scheme is evidence based and requires individuals to hold an Authorising Engineer – Gas certificate and hold the relevant pre-requisite EUSR registrations for SCO and Health & Safety. This ensures that both industry and individuals’ employers can be confident in their skills, knowledge and understanding required to review and authorise permitry for various work undertaken on the gas network.
The scheme is CSCS affiliated and EUSR registration carries the CSCS logo, which permits individuals access onto construction sites for the purposes of reviewing the site for any planned activities prior to authorising the required permitry and supporting documents.
Evidence requirements
Individuals/Employers are required to provide one of the following pieces of evidence:
- A colour photograph or colour scanned image of the original Authorising Engineer certificate issued by the Employer
- A letter confirming the appointment/role as an Authorising Engineer – on headed paper and signed by the organisations appointed Responsible Engineer
- An email confirming the appointment/role as an Authorising Engineer – from the employers’ business email address, approved by the organisations appointed Responsible Engineer
Individuals are required to submit the evidence with every registration application to ensure the timely processing of registration applications.

The Authorising Engineer scheme provides the following registration category:
- Authorising Engineer – Gas
Registration Pre-requisites
All individuals must hold valid EUSR registrations for the following Safe Control of Operations (SCO) categories:
- SCO Core
- SCO Permit to Work (PtW) (AE)
- SCO Non-Routine Operations (NRO)
- SCO Routine Operations (RO)
- SCO Form of Authority
All individuals must also hold valid EUSR registration for SHEA Gas:
Applications for EUSR Registration
Registration applications can be made via our online shop or directly through our online registration system, QuartzWeb.
Online shop – applications will include completion of an online registration form, acceptance of specific terms and conditions, making payment and uploading evidence.
QuartzWeb – EUSR Approved Providers and EUSR Approved Trainers may make applications for Authorised Engineer – Gas directly through our online system.
EUSR Registration Renewal
Renewal registration is valid for five years. An individual may be re-registered for Authorising Engineer – Gas where the required certificate/evidence is submitted and verified and the pre-requisite requirements have been met.
Quality Assurance and Sampling
We sample registration applications and verify the evidence provided. This may include liaising with the relevant awarding organisation or employer to confirm the certificate/evidence authenticity and validity.
Where certificate/evidence fraud is suspected, we will not process the application, and we will conduct further checks. This will result in a delay in the registration process.
Where certificate/evidence fraud is confirmed, we will carry out the actions laid out in our fraud policy; which includes:
- notify the relevant Awarding Organisation
- notify the Police, CSCS, LRQA, individuals, and employer
- remove existing EUSR scheme registrations related to the fraud
- remove access to submit EUSR applications, either temporarily or permanently
Registration Period
Registration on EUSR is for a period of 5 years and is renewable.
CSCS Card
Individuals will be issued a Gold CSCS card with Authorising Engineer – Gas, on the reverse.
