About the Scheme

This scheme is aimed at individuals who work as a cable jointer’s attendant (also known as a cable jointer’s mate) within the power sector.

The scheme is CSCS affiliated and EUSR registration carries the CSCS logo, which permits individuals access onto construction sites for the purposes of assisting the cable jointer, who may be working on or near live plant or equipment.

The scheme is evidence-based and requires individuals to either be registered for and undertaking an industry qualification, or to have completed and been certificated for one. Alternatively, they should hold a Model Distribution Safety Rules (MDSR) competent person, authorised person or senior authorised person certification, or hold a Certificate of Competence issued by a NERS accredited company, alongside supporting evidence. This ensures confidence from both the industry and employers in the attendant’s skills, knowledge, and competence to perform the tasks and responsibilities associated with the role of a cable jointer’s attendant.

Registration Details

Registration lasts for 3 years and can be renewed.

  • Trainee individuals will be issued a Red CSCS Trainee card with Trainee Cable Jointer’s Attendant on the reverse.
  • Skilled Worker individuals will be issued a Blue CSCS Skilled Worker card with Cable Jointer’s Attendant on the reverse. 

Registration categories

The Cable Jointer’s Attendant scheme provides the following registration categories, starting with trainee for those entering the power industry and progressing through to a skilled worker role:  

  • Trainee  
  • Skilled Worker 

Pre-requisite Requirements

All individuals for Trainee and Skilled Worker registrations must hold a valid, in-date EUSR registration for SHEA Power.

Registration on:

  • EEA Level 2 Award for Cable Jointer’s Attendant

Cable Jointer’s Attendant (Skilled Worker) 

Individuals applying for the CSCS Blue Skilled Worker card are required to hold an original Cable Jointer’s Attendant Level 2 qualification certificate and unit certificates (where required).  Alternatively, individuals must hold a Model Distribution Safety Rules (MDSR) issued by a DNO or hold a Certificate of Competence issued by a NERS accredited company, alongside supporting evidence.

Evidence requirements for Cable Jointer’s Attendant (Skilled Worker)

Individuals are required to hold an original qualification certificate and unit certificates (where required) OR original MDSR competent person, authorised person, or senior authorised person certificate for registration purposes.

  • If an individual holds an Energy and Environment Awards qualification they will need to submit their Learner ID number only, located at the bottom of their certificate.
  • If an individual holds a qualification issued by any other awarding organisation, they will need to submit an original qualification certificate.

  • MDSR: One of the following, issued by a DNO:   
  • MDSR (Model Distribution Safety Rules) Competent Person company authorisation certificate.  
  • MDSR (Model Distribution Safety Rules) Authorised Person company authorisation certificate.  
  • MDSR (Model Distribution Safety Rules) Senior Authorised Person company authorisation certificate.

  • NERS scheme:

Individuals/Employers are required to provide all of the following pieces of evidence:

  1. A colour photograph or colour scanned image of the applicant’s original Certificate of Competence (also referred to as a ‘Confirmation of Competency’) bearing the signatures of both the Assessing Officer and a Senior Manager/Director’s (Authorising Officer)
  2. A colour photograph or colour scanned image of the employing organisation’s original, in-date NERS certificate issued by LRQA
  3. A letter confirming the appointment/role of the Assessing Officer – on company-headed paper.

Renewing a Cable Jointer’s Attendant EUSR registration

EUSR Registration Renewal  

Trainee registration on EUSR is for a period of 18 months and is non-renewable. An individual is expected to have completed their qualification during the registration period and then progress onto Skilled Worker registration on EUSR. 

Skilled Worker registration is valid for three years. An individual may be re-registered for Cable Jointer’s Attendant where the required evidence is submitted and verified. 

Quality Assurance and Sampling

We sample registration applications and verify the evidence provided. This may include confirming a certificate’s authenticity and validity.  

Where certificate fraud is suspected, we will not process the application, and we will conduct further checks. This will result in a delay in the registration process. 

Where certificate fraud is confirmed, we will carry out the actions laid out in our fraud policy, which includes:  

  • notifying the relevant Awarding Organisation 
  • notifying the Police, CSCS, LRQA, individuals, and employer 
  • removing existing EUSR scheme registrations related to the fraud 
  • removing access to submit EUSR applications, either temporarily or permanently   

Lost or missing certificates 

Where certificates have been lost, or destroyed, or they are photocopies rather than the originals, individuals are advised to obtain replacement certificates as soon as possible.

You will need to provide as much information as you can as this will enable the Awarding Organisation to search their records and produce a replacement certificate.

The information they request to support their search may include: 

Full name, date of birth, the name of the qualification you completed, the year you completed the qualification, the name of your training provider or the college you attended.
